Make top 10 island exclusion list

Right now, you can exclude players from the /is top using the permission node .intopten false. However, since you cant check offline players' perms, these players will show up when they arent online in the top 10. This means the system can / should be improved and I propose an internal bskyblock list that you can add people to with a command like /bsbadmin exclude top or something. And then the player gets added to an internal list. Then anyone in that list will never show up in the top 10. So we dont have to check perms of offline players

Again, that's the eternal question: "commands or permissions?". Some might complain about the loss of the permission feature, but we cannot sustainably have both things running concurrently.
