command ban for chatroom

So I have a issue, I like my Operators to have say privaliges, but 1 room has a rule saying nobody can talk through a bot, and the owner likes my bot but hates the idea of say, so I was thinking its time to make a update to 'command' to allow:

command ban (command) (chatroom)

and the output of say (whatever) or say (chatroom) (whatever) in a banned chatroom will tab the user saying "say has been banned in (chatroom)" or "(command) has been banned in (chatroom)"

Oh and: command unban (command) (chatroom) for a mistake or if rules change.
