Validator config: allow multiple config of same type and stage validator

Describe the current behaviour
Currently if an organization and project combination has configured a validator then we can't make another configuration for that validator type and stage, we would have to delete that validator configuration to make a different one, also we cant save the validator config with a name.

Describe the enhancement you'd like
Build support to save multiple validator configurations for the same validator type and stage, and also add support to be able to name your configuration so that in the UI with the help of name user can differentiate on the configs that he built
