Emojis in PMP messages are always rendered small.

Describe the bug

When sent normally, messages containing only emojis render them larger, like so:

However when this is done with PMP messages, they are rendered small.

Reproduction

Send a emoji-only message while using PMP.

Expected behavior

Emoji should render big like normal messages.

should probably be easy enough to fix, is most likely in the stripping of the fallback
