Add Docker image for CI #136
Description
Currently the setup for testing the Micro Manager is done manually in each GitHub Action workflow. This can be simplified and sped up by created a Docker image and pushing it to DockerHub. The image could potentially be based on one of the preCICE Python bindings images.
