alternative to #37411
this is not a huge priority, since we've fixed all of the real observed and theorized issues. this is mainly a clean up PR that rewrites how we fixed the races so any future maintainer doesn't need to be as careful. currently you have to know to NOT use long running DBus calls in the state thread without checking the
_user_epoch
