…ade/downgrade test (#9156)

After #8928, duplicate IDKG artifacts
are no longer handled as invalid. This change was deployed as part of
[007c47](https://dashboard.internetcomputer.org/release/007c473c9c7fc820c49eea5c823cdd4b9404119d)
([de43a3](https://dashboard.internetcomputer.org/release/de43a3737ea619fa55b7c4d7c9ebf970a20f473e))
to all subnets. Therefore, we can re-enable the check for invalidated
artifacts in the upgrade/downgrade test.
… in upgrade/downgrade test (#9156)"

This reverts commit 5a4620c.
